Organizational Review Services
To promote continuous improvement and efficient resource allocation, the City of East Palo Alto is seeking proposals from qualified agencies to provide organizational review services. The selected agency or agencies will evaluate City business processes, staffing levels, and service delivery functions, and identify opportunities to improve efficiency, effectiveness, and alignment with the City’s long-range planning documents and City Council strategic priorities.
The City intends to eventually conduct organizational reviews of all City departments and cross-departmental functions. As such, the City may enter into a multi-year agreement under which the awarded agency or agencies may be tasked with reviewing multiple departments, divisions, or programs over time. Reviews will assess whether policies, systems, procedures, staffing, and technology adequately support service delivery and will provide best-practice and innovative recommendations to enhance performance.
This Request for Proposals outlines the requirements, scope of work, and submission guidelines for the organizational review contract. The City’s objectives include improving operational efficiency and effectiveness, identifying opportunities for organizational improvement, and enhancing public trust through accountability, transparency, and responsiveness.
