ST-07-24: Annual Street Resurfacing Project 2024/2025

Construction of the Annual Street Resurfacing Project (ASRP) 2024/2025 commenced on March 17, 2025, and reached substantial completion in September 2025. The City and Contractor are working to address punch-list items prior to project closeout. If there are any major road closures to make way for construction operations, the City and Contractor will notify affected residents.

This project consisted of rehabilitation and preventive maintenance of City-owned streets, which includes pothole/base repairs, crack sealing, slurry seals, and pavement overlays.

In addition to pavement rehabilitation and preventive maintenance, the project also included implementation of improved striping configurations for bicycle facilities, reinstatement of existing pavement markings, installation of curb ramps compliant with Americans with Disabilities Act (ADA) regulations, repair of existing sidewalks, and implementation of traffic speed-calming measures.

Approximately 16 centerline miles of streets were treated treated in this year’s installment of the ASRP. A full set of plans for the project can be found below.

Project Background

The City of East Palo Alto has commenced its Capital Improvement Program to perform work annually to preserve and to rehabilitate the pavement that makes up the 38.8 miles of City roads. In addition, this work will include spot replacement of some curbs & gutters and the installation of curb ramps to create ADA compliant pedestrian walkways.

The City has also established a Pavement Management Program where it has surveyed all City roads and given each one a condition rating, also known as a Pavement Conditions Index (PCI), measured on a scale of 0 to 100. In its last survey, the City's average PCI was 60. It is the City's goal to improve its roads with it's available funds and while not all roads can be improved as early as desired, the City welcomes and considers the community's input in deciding which roads to prioritize for improvement.

Pavement Management Plan

A Pavement Management Plan (PMP) generally forecasts five years of treatments and is updated every two years when the roads are re-inspected. The adopted 5-year PMP plan for 2024-2028 can be found HERE.
