Federal and State Legislative Advocacy Services

The City of East Palo Alto is requesting proposals from qualified firms to provide comprehensive legislative advocacy and funding support services at both the state and federal levels. The City seeks a consultant with the expertise and capacity to represent its interests before the California State Legislature and the United States Congress, ensuring coordinated and effective advocacy across both jurisdictions.

The selected firm will work in partnership with City leadership to advance the City’s legislative priorities, identify and pursue funding opportunities, monitor and analyze legislation, and develop advocacy strategies that strengthen relationships with key policymakers and agencies.

The engagement is expected to begin in December 2025 and continue through a five-year contract term. Detailed requirements and performance conditions are provided in the Scope of Work.
