DEVELOPMENT ACTIVITY

The City of East Palo Alto Planning Division receives a wide array of development applications of various scales, types and complexities. Each development application is required to go through a formal application submission packet, supporting documents, conduct community outreach, perform environmental review and other analysis to be entitled.

Major Applications and Projects
Administrative Review (incl Tree Removal) Applications

MFRA and DRA

Due to the volume of incoming development permits, developers may be required to enter pass-through agreements with the City to aid faster review of development projects in the pipeline. These agreements engage external private consultants for services such as engineering review, environmental review, fiscal impact analysis, housing needs assessments, design review, project management, etc. as required by the project scope.  There are two types of agreements that have been approved by the Council, they are Master Fee Reimbursement Agreements and Developer Reimbursement Agreements. Depending on the project scope and upon receiving initial pre-application submittal, staff will make a recommendation to the developer regarding the type of agreement required.
