The City of East Palo Alto is looking to launch its Affordable Housing Preservation Program in 2026, to help physically and financially preserve affordable housing in East Palo Alto. The Notice of Funding Availability (NOFA) for Affordable Housing Preservation is anticipated to be released by March 2026 or later.

Preservation can be done through the conversion of market-rate housing to income restricted housing or the preservation or extension of existing income restricted housing restrictions and agreements. In early 2025, the City of East Palo Alto launched the development of its Draft Guidelines for its Affordable Housing Preservation Program with the help of the County of San Mateo’s Equity Innovation Fund. The City Council has allocated just over $2 million to the preservation program, which will become available at the time of the NOFA's release. City staff are continuing to pursue grants and an obtain other funding sources for this program.
