Request for Measure JJ Anti-Displacement Services

The City of East Palo Alto invites qualified organizations and firms to submit proposals to provide anti-displacement services funded by Measure JJ. This initiative supports residents at risk of housing instability or displacement. Proposers may apply for one or more of the following service areas:

Direct Rental and Financial Assistance – Provide critical financial support to low-income tenants through rent subsidies, utility assistance, relocation support, and emergency housing payments.

Legal Services – Deliver legal assistance and representation to tenants facing eviction or housing-related challenges. Services may include unlawful detainer defense, landlord-tenant mediation, and educational workshops.

Foreclosure Prevention – Offer support to homeowners at risk of foreclosure, including legal counseling, mortgage relief, case management, and public education about homeowners’ rights.

Estimated Annual Funding Caps:

Rental and Financial Assistance: Up to $580,000

Legal Services: Up to $350,000

Foreclosure Prevention: Up to $200,000

Minimum Qualifications Include:

Demonstrated experience in the proposed service area(s)

Capacity to serve East Palo Alto’s diverse communities

Ability to reduce access to barriers and provide culturally competent services

Clear tracking and evaluation methods for service delivery and outcomes

Contracts will be awarded for multiple years, with an option to extend for up to two additional one-year terms based on performance and need.
