RFP: On-Call Environmental Consulting & Engineering Services – Cooley Landing Site

The City of East Palo Alto is seeking proposals from qualified environmental consulting and engineering firms to provide on-call services at the Cooley Landing site (2100 Bay Road). The City aims to enter into a 5-year contract with one firm to support ongoing environmental compliance and site management.

Key Services Required:

Soil Gas Mitigation – Quarterly inspections of the Soil Gas Mitigation System, combustible gas monitoring, and regulatory reporting to the RWQCB and San Mateo County Health System.

Engineering Cap Inspections – Quarterly (first year) then annual inspections of the engineered landfill cap, with post-storm assessments and annual summary reports.

Sea Level Rise Assessment – Addendum to the existing 2023 Vulnerability Assessment to address data gaps identified by the SF Bay Regional Water Quality Control Board.

Groundwater Monitoring Support – Installation of three monitoring wells and 12-month continuous water level monitoring.

Compliance Reporting – All data submitted to the GeoTracker database per AB2886 requirements.
