Streets, Sidewalks, Lights, and Transportation

East Palo Alto residents and businesses can help keep our City in good working order by keeping an eye out for problems with streets and potholes, streetlights, signal lights, or street, sidewalk and other maintenance issues. Help maintain your community by reporting graffiti, illegal dumping, a blocked storm drain, or local flooding.

Residential Streets Traffic Management Policy

The City of East Palo Alto has developed a policy to provide guidance and uniform procedures to address resident concerns regarding traffic safety in our neighborhoods. The City of East Palo Alto's Residential Streets Traffic Management Policy may be found here.

Pavement Management

The City of East Palo Alto completes pavement preservation and rehabilitation work as part of the Annual Street Resurfacing Project (ASRP) Capital Improvement Project. The previous ASRP plan sets can be found here. Every few years the City works with a consultant to survey all City streets as part of the Pavement Management Program (PMP). As part of the PMP, each street is given a condition rating, also known as a Pavement Conditions Index (PCI) which is a scale of 0 to 100. In its last survey, the City's average PCI was 60. It is the City's goal to improve it's roads with it's available funds and while not all roads can be improved as early as desired, the City welcomes and considers the community's input in deciding which roads to prioritize for improvement. Roadway improvement requests are tracked by the engineering team and can be sent to engineering@cityofepa.org.

Speed Hump Requests

The City Council has adopted a process for citizens to request speed humps on their streets. When placed on an appropriate street, speed humps can be effective in reducing vehicle speeds. Speed humps cannot, however, be installed on every street in East Palo Alto due to safety considerations. The process for requesting a speed hump can be found HERE.

Speed Feedback Radars

The City of East Palo Alto is currently in the process of installing speed feedback radars around the City. Click here for up to date information on speed feedback radar locations and speeding patterns in the City.

Public Transportation in East Palo Alto

As of June 2014, the EPA Free Community Shuttle Program was discontinued due to overlapping services with SamTrans bus routes. 

All local public transportation in East Palo Alto is provided by the San Mateo County Transportation District (SamTrans).

Please see below for recent updates to SamTrans bus services starting August 7th:

In March 2022, the SamTrans Board of Directors approved a set of changes to the SamTrans bus network as part of their Reimagine SamTrans project. Starting August 7, they will be using feedback they received to implement a new, streamlined bus network. 

Route 296: To reduce travel time and improve reliability, Route 296 will only enter the VA Hospital on northbound trips heading toward Redwood City. On southbound trips heading towards East Palo Alto, the nearest stop to the VA Hospital will be on Willow Road – less than a five-minute walk away. 

Late night trips that serve Palo Alto Caltrain via University Avenue instead of Menlo Park Caltrain will be rebranded as 296 OWL.

In the future they are looking forward to implementing the new Route EPX, a limited stop route connecting East Palo Alto to SFO, and an On Demand Zone in East Palo Alto. The On Demand Zone will allow people to travel to/from destinations within a specific zone in the EPA region (east of 101). The Zone will connect riders to Routes 281 and 296.
