Trash Capture Device (SD-9) Project
Over the last several years, the City of East Palo Alto has invested significant resources to identify trash-generating areas and implement measures to control and reduce trash in stormwater, as required by the State Water Resources Control Board’s Municipal Regional Permit (MRP). These efforts include "true" source controls to prevent trash generation, “institutional controls” to intercept trash before entering the storm sewer system, and the installation of Full Trash Capture (FTC) systems.
The City’s last major trash capture project is the Large Trash Capture System at Newbridge Street and Saratoga Avenue. This project treats 772 acres (including 13.4 acres of Caltrans Right-of-Way) and is projected to reduce trash by 16%, supporting the MRP 3.0 goal of 100% city-wide trash capture for watersheds draining into San Francisco Bay.
This project involves installing a new Treatment Control Device (TCD) as part of the existing storm drain system beneath Newabridge Street near Saratoga Avenue.The proposed improvements include a new TCD that will connect to the current storm drain system located under the westbound lanes of Newbridge Street. The TCD will be a Debris Separating Baffle Box (DSBB) unit with an estimated total structure weight of 179,000 pounds. Installation of the unit will require excavation to a depth of approximately 17.3 feet below ground surface.
